Have you seen this kind of label?
It is called as Door Hanger and it is often seen in hotels and other places of lodging as a means for guests to communicate with maintenance and housekeeping staff.

A door hanger (also spelled door hanger or door-hanger) is a plastic or cardboard sign, generally rectangular in shape, cut to hang from the handle or knob of a door.

This laser die-cutter cutting door hanger is any-CUT III of anytron laser die-cutter series, and it is doing half-cut and full-cut at the same time in this video. if necessary, it can do  ‘full-cut’ all areas to cut.  you can just set the laser power depending on label type or design as you wish.
